Which software to use?
Of course you can use every other software to create torrent files but I would recommend mktorrent.
Creating the torrent file
mktorrent -a http://liflg-tracker.death-row.org:2710/announce $Installer
Add new torrent file to the tracker
Use the web form: http://liflg-tracker.death-row.org/upload.php
