Build a installer for the Windows version of Rtcw and Rtcw Goty.

We had a full running installer which used a precompiled e_wise binary which does not work anymore.

At the moment there is no tool to extract the needed files from the Rtcw [[wp>Wise_Solutions,_Inc.|Wise]] setup file.
